Network Underlay Operations and Billing Governance Expert

Role Overview:
The Underlay Expert is responsible for the technical delivery and operational follow-up of network underlay services (e.g., WAN/LAN underlay connectivity, carrier circuits, access links, site connectivity foundations) while ensuring tight control of the related ordering and billing lifecycle.
This role combines deep underlay expertise with strong coordination and governance: the expert drives supplier follow-up, supports underlay-related projects and changes, and centralizes purchase orders, receipts, and invoice tracking through SRM7 to secure cost accuracy, service continuity, and delivery timelines.
Key Responsibilities:
- Underlay Technical Expertise & Operations
- Act as the Subject Matter Expert (SME) for underlay connectivity services (circuits, access, last mile, carrier services, site connectivity).
- Support design validation, technical requirements, and feasibility with internal network teams and providers.
- Ensure operational readiness: handover quality, service acceptance criteria, and alignment with run processes.
- Provide L2/L3 support coordination for underlay-related incidents, chronic issues, and problem management with carriers/integrators (as applicable).
- Underlay Project & Change Follow-up
- Coordinate underlay-related projects and activities (new site connectivity, migrations, bandwidth upgrades, carrier changes, contract-triggered changes).
- Track scope, milestones, dependencies, and delivery evidence required for service acceptance and billing validation.
- Organize and facilitate recurring follow-up with stakeholders (network teams, service owners, providers).
- Supplier Ordering Management in SRM7
- Create and/or coordinate purchase requests and POs in SRM7 for underlay services (circuits, installation, recurring charges, one-offs).
- Ensure ordering accuracy: correct service IDs, site references, pricing, billing periods, contract/SOW references, and cost allocation (cost centers/WBS).
- Manage PO lifecycle: approvals, amendments, extensions, and closure of obsolete POs.
- Follow up with suppliers to ensure alignment between order details and delivered services.
- Billing Centralization & Invoice Control (Core Component)
- Centralize and maintain a consolidated view of underlay spend: POs, invoices, receipts, remaining commitments, per supplier and per site/service.
- Validate invoice consistency vs PO and delivered services (e.g., correct circuit, correct site, correct period, correct rate, correct start/cease dates).
- Detect and drive resolution of discrepancies: invoice without PO, double billing, incorrect service start/stop dates, pricing mismatches, missing credits, or outdated recurring charges.
- Coordinate invoice dispute handling with suppliers, Procurement, Finance/AP, and service owners; ensure timely closure and traceability.
- Goods/Service Receipt Follow-up (Payment Enablement)
- Ensure required goods receipts/service entry confirmations are created on time to enable payments, based on delivery acceptance and contractual milestones.
- Maintain clear linkage between technical acceptance (service ready) and financial validation (billable).
- Reporting, Governance & Continuous Improvement
- Produce regular reporting on underlay delivery and billing status: open PO aging, blocked invoices, dispute backlog, recurring charge accuracy, savings/credits tracking.
- Define and maintain standard operating procedures (ordering, service acceptance, billing validation, dispute workflow).
- Propose continuous improvements to reduce billing leakage, shorten cycle time, and improve supplier performance.
Profile & Skills
Experience:
- Strong experience as a Network Underlay SME (carrier services, circuits, access technologies, site connectivity lifecycle).
- Proven experience coordinating suppliers and operational processes in a run environment.
- Experience with SRM7 / SAP SRM and procure-to-pay flows (PO/receipt/invoice) is strongly preferred.
- Experience in invoice validation for telecom/network services is a strong plus.

- Deep technical understanding of underlay service lifecycle: order → delivery → acceptance → billing.
- Strong coordination and escalation skills with carriers/providers.
- High rigor and attention to detail (service IDs, billing periods, recurring charges).
